We are increasingly optimistic that Congress and the White House will agree on a limited COVID-19 stimulus package before Congress adjourns for the year. We need to speak out NOW to urge leaders to include priorities for the non-profit sector and our clients.
NJHSA agencies are at the forefront of serving all who are in need throughout the pandemic, providing desperately needed nutrition, health care, counseling, employment training and support for older adults and individuals with disabilities. Federal government support has been essential in helping to ease the health and economic crisis, but much more support is needed right now in our communities.
Congress should include:
- Medicaid: Increase Federal Medicaid reimbursement to states, ensuring that Jewish hospitals, nursing homes, family service agencies, group homes and our other health partners have the critical resources to support higher COVID-19 health staffing costs;
- PPP: Allow all nonprofit applicants to receive a second round of Paycheck Protection Program funding without requiring a reduction in revenue, and provide blanket forgiveness for PPP loans under $150,000, simplified forgiveness for loans under $2 million and prohibit the SBA from requiring larger nonprofit borrowers from having to provide onerous amounts of information;
- Employee Retention Tax Credit: Include an enhanced Employee Retention Tax Credit by removing the revenue loss requirement for nonprofits;
- Healthy Workplace Tax Credit: Provide funding or payroll tax credits for PPE expense, cleaning supplies, workplace reconfiguration expenses, protecting employees and others.
- SNAP: Boost Supplemental Nutrition Assistance Program (SNAP) benefits for millions of Americans suffering from food insecurity;
- Unemployment Insurance: Fully fund the unemployment insurance costs for nonprofits that self-insure; and
- Charitable Tax Incentives: Expand the charitable tax incentives included in the CARES Act by incorporating the provisions of the bipartisan Universal Giving Pandemic Response Act.
